HARRISON'S CAVE REDEVELOPMENT

In spite of having the mandate to manage protected areas in Barbados, the NHD must oversee completion of the Harrison’s Cave Redevelopment Project, in particular the on-going Capital Works. The NHD also has the mandate for the Harrison’s Cave Redevelopment Project Co-ordinator, being assigned exclusively to the project with responsibility for the overall co-ordination of all project activities. This approach is essential if Harrison’s Cave is to be given the platform to operate as a viable financial institution, with the capacity to offer a premiere tourism product, post 2007.

The Planning and Priorities decision of 28 May 2006 directed that construction works at Harrison’s Cave must be so implemented to facilitate the Cave offering tours during Cricket World Cup 2007. In this regard, Contractors, China State Construction Engineering Corporation (CSCEC) were given partial site possession on 17 July 2006 to facilitate construction work at the Cave to enable Harrison’s Cave offering tours during Cricket World Cup 2007.

Currently, the ESPU possesses institutional memory of the Harrison’s Cave Redevelopment Project – from Feasibility Study 1998 and Detailed Design 2005 to Capital Works, currently ongoing. At present, the NHD is carrying out tasks of Project Co-ordinator and will continue to do so, once directed. It must be borne in mind that Caves of Barbados Limited (CBL) collectively has not been exposed to the output of these processes. The NHD must continue to work with the CBL Board of Directors, Management Team and the Consultants to ready the Cave for the initial target –World Cup 2007 – with main objective being a fully redeveloped facility in the winter of 2007 with the capacity of a premier visitor attraction offering visitors an outstanding experience.
